OSMANI REACTIVATED THE WORKING COMMITTEE FOR EUROPEAN INTEGRATIONS: HE EXPECTS COMPLETE IMPLEMENTATION OF PLAN 3-6-9 IN ACCORDANCE WITH DEADLINES

Today in the premises of the Government of the Republic of
Macedonia, after several years, the 36th meeting of the Working Committee for
European Integration (ECEI) was held. Deputy Prime Minister of the Government
in charge of European Affairs, Bujar Osmani, in his capacity of President of
the Committee, chaired the session which was attended by the state secretaries
of the ministries, the chairpersons of the Sub-committees, the heads of the
working groups, the Secretary General of the Government, as well as part of the
administration of the Secretariat for European Affairs.
At the meeting, Deputy Prime Minister Osmani presented the recent
progress of the implementation of part three of Plan 3-6-9, in the middle of
the first three months envisaged for its implementation. "Out of the total
of 73 planned measures, in section three of Plan 3-6-9, 34 measures have been
implemented so far, which means that almost half of the measures were
implemented. Over 30 measures are in progress and for some measures we are
aware that their implementation is late. This is not that bad, given the fact
that we are in the ,middle of the time provided for implementation, but also
this should be a warning for a greater focus of both the Government and the
administration towards the implementation of the measures of Plan 3-6 -9",
said Osmani.
"We as Government, for example, have implemented more than ten
measures, such as the decision to stop government ads in the media, as well as
the decision to form a Council for the implementation of the reforms in the
judiciary. However, we are late with measures to prevent the use of state
resources during the election period, which according to the Plan should have
been implemented so far, and of course the elections day is closer," Osmani
said. He also pointed out some delays in other sectors, such as the Ministry of
Interior, which have not yet started the preparation of the new Draft Law on
Witness Protection, and where they still do not have a precisely divided
competence and responsibility with the Ministry of Justice.
Presenting the results of the implementation of the Plan 3-6-9, the
Deputy Prime Minister Osmani emphasised the delay in the institutions that are
outside the Government's competence, such as the Parliament, where, the
so-called Inclusive discussion on selection of a model for the reform of the
system for monitoring of communications has not been started, and, as Osmani
pointed out, the Assembly is late with the election of a member of the
Constitutional Court whose term of office ends. In addition, Osmani informed that
the Government, as a measure from Plan 3-6-9, yesterday adopted decision on a
permanent solution for building of the State Election Commission, but the SEC
has not adopted a decision or rulebook yet, so that their sessions would be
open for the public, something that is also a measure of Plan 3-6-9.

Prime Minister Osmani emphasised the responsibility of the members of the
Working Committee to the focus on the proposed reforms, for which the
Government has already shown a political will to implement them. "I
regularly present these delays to the Government, and the Government is
constantly informed about the status of the implementation of the measures from
Plan 3-6-9, but the focus on the implementation of these measures depends also
on the commitment of the administration - something that will be the main topic
at today's meeting of the Working Committee for European Integrations," Osmani
said. He pledged that, in the interest of better coordination and management of
the European integration process, the WCEI meeting will be held at least once
every two months, and if necessary, more frequent. Osmani also announced the
reactivation of the WCEI Sub-Committee, which follows the legislative agenda of
the Government for all acts related to the European integration process, as
well as all Working Groups that cover the 33 chapters of the European law, who
are about 800 administrative servants.
